In short: TikTok ads are bought at auction in TikTok Ads Manager, with a minimum budget of more than $20 a day per ad group according to TikTok’s official help. They work best for businesses that sell to consumers a product that shows well on video, as long as the videos are made for TikTok rather than recycled from TV or Facebook.
When its new US joint venture was set up in January 2026, TikTok said the app serves more than 200 million Americans and 7.5 million businesses. For a small business, the question is not whether its customers are there. It is whether it can speak to them in the platform’s language, on a reasonable budget.
How do TikTok ads work?
Ads are created in TikTok Ads Manager, TikTok’s self-serve advertising tool. As on Meta or Google, you set an objective, an audience and a budget, and the platform enters your ad into an auction against other advertisers each time a targeted user scrolls their feed.
A campaign has three levels:
- The campaign, which carries the objective: awareness (reach as many people as possible), consideration (traffic, video views, community interaction, lead generation) or conversion (sales or actions on your site or app).
- The ad group, which sets the audience, placements, budget, schedule and bidding.
- The ad, meaning the video, its caption, the display name and the call-to-action button.
The algorithm optimizes delivery toward the people most likely to take the action you chose. That is why the objective matters: a campaign optimized for video views will not produce sales.
How much do TikTok ads cost?
TikTok Ads Manager help, updated July 2026, sets these floors:
| Level | Daily budget | Lifetime budget |
|---|---|---|
| Campaign (if you set a budget there) | more than $50 | more than $50 |
| Ad group | more than $20 | $20 × number of scheduled days |
TikTok’s own example is an ad group scheduled for 31 days: it requires at least $620. The daily budget is described as the average amount you are willing to spend per day, so spending can vary from one day to the next, and lifetime spend will not exceed the lifetime budget.
How much should you plan in practice? TikTok does not publish cost-per-click or cost-per-thousand-impressions figures for self-serve ads: everything depends on the auction, and the benchmarks you see online come from agencies and tool vendors, not from TikTok. So let’s reason from the official number. A serious test needs at least two ad groups (two audiences or two videos to compare) for four weeks: 2 × $20 × 28 days, about $1,120 in media. Add the production of four to six videos, in house or with a creator. That is the price of learning, not a guaranteed result. Once results come in, our ROAS calculator tells you whether the spend pays for itself.
To compare with other ad platforms, our guide to digital advertising for small businesses puts these minimums next to Google, Meta and LinkedIn.
What are the TikTok ad formats?
In-Feed ads. The core format: a vertical video placed in the For You feed between organic posts, with a call-to-action button. It is bought at auction and fits any budget.
Spark Ads. This format turns an existing organic post into an ad, whether it is yours or a creator’s. According to TikTok’s help, updated June 2026, the views, likes, comments, shares and follows earned while boosting the video are credited to the original post. Using a creator’s video requires their permission through an authorization code whose duration you can customize, and videos can run up to 10 minutes. It is often the best starting point: you put money behind a video that has already performed organically.
Lead generation forms. With the lead generation objective, users fill in a form without leaving the app. Useful for a quote, a sign-up or a callback request.
Premium formats. TopView (the first video seen when the app opens), branded effects and other special placements are bought on a reservation basis through TikTok’s sales teams. Prices are negotiated case by case, and these formats are mostly aimed at large brands.
How does TikTok ad targeting work?
Targeting combines several families of criteria:
- demographics: age, gender, location, language;
- interests and behaviors: categories of content users watch or interact with;
- custom audiences: your customer lists, visitors to your site (through the pixel), people who interacted with your videos;
- lookalike audiences: profiles similar to your best customers;
- broad or automatic targeting: you let the algorithm find the right people, which often works better than narrow targeting, provided you have conversion data.
Teens are a special case. TikTok states that it does not deliver personalized ads to users aged 13 to 17 in the European Economic Area, the UK, Switzerland and Brazil, based on their activity on or off TikTok. In the US, it has limited advertisers’ ability to target users under 18, so campaigns that include them may see reduced targeting options and reach. A brand aiming at teenagers should not count on precise ad targeting to reach them.
To track sales or leads, install the TikTok Pixel on your site, or its server-side version (Events API). If you have visitors in the UK or the EU, this advertising tracker requires cookie consent and should only fire after the visitor agrees. In the US, several state privacy laws, starting with California’s, give visitors the right to opt out of their data being shared for targeted advertising, so your site’s privacy settings should cover the pixel too.
Which businesses are TikTok ads profitable for?
TikTok ads generally deliver when three conditions are met: a product you can demonstrate in a few seconds of video, a consumer audience, and the capacity to produce fresh videos regularly.
| Usually a good fit | Usually difficult |
|---|---|
| Ecommerce (fashion, beauty, home, accessories) | Highly technical B2B services |
| Restaurants, entertainment, travel, events | Regulated or very specialized products |
| Consumer apps and services | Offers with a long decision cycle |
| Hiring younger workers, employer branding | Businesses with no video content at all |
For businesses in the right-hand column, other ad platforms will often work better. That does not rule out an organic presence, which our guide to TikTok for business helps you start.
How do you launch your first TikTok campaign in 6 steps?
- Prepare the destination. A fast page that reads well on a phone and repeats the video’s promise. A dedicated landing page nearly always converts better than the homepage.
- Install the pixel and check that it reports the key events (purchase, form submitted), with your consent banner or opt-out settings in place.
- Produce three to five vertical videos. Native style, a hook in the first two seconds, captions, sound on, one message per video. Videos shot on a phone often outperform polished commercials.
- Create the campaign with the objective that matches your real goal, and one or two ad groups.
- Let it run for at least a week without changing everything: the algorithm needs data to learn.
- Analyze and refresh. Pause the videos that produce nothing and make variations of those that work. On TikTok, a video wears out fast: plan new versions every two to four weeks.
Working with creators can speed up step 3. The rules, including the FTC’s disclosure requirements, are covered in our guide to influencer marketing, and Spark Ads then let you put budget behind their videos directly.
Should you hire an agency or manage TikTok ads yourself?
TikTok Ads Manager is within reach of a small business with time and a willingness to learn. The hard part is rarely the settings; it is producing a steady flow of videos that hold attention.
A specialized agency or freelancer brings experience with the settings and, above all, creative production capacity. Before you sign, ask who produces the videos and how many per month, whether fees are fixed or a percentage of ad spend, and which metrics will be reported (cost per sale or per lead, not just views). Finally, fold this spending into your overall marketing budget, so you can compare what each dollar spent on TikTok brings in with your other channels.
Frequently asked questions
What is the minimum budget for TikTok ads?
According to TikTok Ads Manager help, updated July 2026, the daily budget must exceed $20 per ad group, and $50 at campaign level if you set a budget there. An ad group scheduled for 31 days therefore needs a lifetime budget of at least $620. The budget is set in your ad account's currency, so non-US accounts see the converted amount.
How much do TikTok ads cost?
TikTok does not publish a rate card for self-serve ads: prices are set by auction, based on competition for your audience, the format and the objective. The only official figure is the minimum budget. In practice, a small business testing seriously plans at least a month of delivery, around $600 per ad group, plus the cost of producing the videos.
How do you run ads on TikTok?
Create a TikTok Ads Manager account, install the TikTok Pixel on your site if you want sales or leads, then build a campaign on three levels: the objective, the ad group (audience, placements, budget, schedule) and the ad itself, meaning the video and its text. Ads are reviewed before they start running.
Are TikTok ads good for B2B?
Rarely as a first choice. TikTok works well for visual products, ecommerce, restaurants, travel, entertainment and hiring younger workers. In B2B it can help with awareness or employer branding, but LinkedIn and Google Ads reach decision makers more directly, and their targeting by job title or search intent fits long buying cycles better.
